Yes, 5G is designed for urban environments, which have a lot of
customers close together. Many base stations, using very short range 
signals, can provide high bandwidth. Different technology is needed for 
more sparely populated areas, where the signals have to travel further.

However, there is no way to provide people in regional areas the same 
level of service as inner cities, because it is easier, and cheaper, to 
provide service where there are many people close together.
