The Government evidently hasn't twigged to the fact they're supposed to be running a country, not a business.  The country's finances are not like household budgetting either, where the credit-card has to be paid each month, an idea pioneered by Margaret Thatcher I think.

While such a charge might bring down prices a little in the short term, it would surely complicate privatisation of the NBN because it would be interpreted as forcing people to become customers of the buyer.

It occurs to me to wonder how much NBN capacity is consumed by companies providing mobile services, used by most people who are not formally NBN customers, and where it's all evolving.
