Governments looking for money can be very creative, and there are a few options. They could simply levy a charge on each rateable property, though I think that would require cooperation from the states and territories.
But since not being connected to the NBN seems to be largely equivalent to using a mobile device, it would be simpler to levy the mobile-network operators according to the number of their users. That would probably raise more money with less effort and has the great advantage that it wouldn't be directly visible to electors, I mean users.
Let me see, how do we net the WiFi users...(:-).
