Let me make it clear I'm not advocating this or any other scheme which conceives the NBN as a business or attempts to fund it like one. The NBN is of fundamental national importance, like the Defence Department or Medicare, and it is a "natural monopoly" because it's impractical to build more than one (and for other reasons).
The Rudd NBN regarded the network in this way. However the Coalition seem spooked by the idea of publicly owned assets and, with some exceptions, determined to spend the minimum on any which cannot be avoided. Hence the multi-technology-network.

I wasn't making an entirely serious or considered suggestion. I was trying to illustrate that the proposal doesn't require each individual to be personally assessed and billed if they're not an NBN user. Levying mobile users would probably be justified on the basis that they also use the NBN, if more indirectly.
