Philosophically yes, but it's not true there is no evidence.  Biological effects of EM radiation can be demonstrated on-demand in the lab and there are numerous epidemiological studies similar to Bruce Hocking's.  However the relevant standards bodies have decided that only heating effects will be considered, so of course that evidence is deemed to be irrelevant.

The quoted ACMA reassurance carefully avoids the issue bothering European countries by only concerning itself with whether the existing (heating-based) standards are met, supported by rather vacuous truisms such as "lower power output means lower radio emissions".

ACMA should take notice of the 180 scientists & doctors who advised the EU to "recommend a moratorium on the roll-out of the fifth generation, 5G, for telecommunication until potential hazards for human health and the environment have been fully investigated by scientists independent from industry" instead of trying to sweep it all under the carpet.  The Europeans are not idiots!
