Apologies for the top post, but the answer to the "what happened?"
questions is "the NBN". The single most effective national nobbling in
the history of this country.

"Leading when it comes to the information economy"? Yeah well, that
train tried to leave the station and fell off a cliff called short-term 
political expediency.

As for discarding caution in favour of speed - God give me strength,
what a stupid, stupid, STUPID idea.

Oh wait - the author is CEO of a company selling cloud solutions! Now
it all makes sense.
