I'm sure there would be a lot of these outcomes at the Federal level
if we had a Federal IBAC or ICAC. Fiddling the tender process is
standard it seems. No tenders, limited tenders, and outright fiddled
grants before an election. Corruption is rife. And ZERO
accountability. At least Victoria is heading in a right direction,
even though our IBAC isn't as strong as it could be with its catch 22
of needing to know there is an offense before they can take action. Or
something illogical like that. But even with that limitation, they are
getting places. This Ultranet thing is many years old.

Not from the Link Institute, this is a real media release from the
Victorian Independent Broad-based Anti-corruption Commission (IBAC):
"A former deputy secretary of the Department of Education and
Training,
Darrell Fraser, was today convicted and sentenced at Melbourne's
County
Court to a two-year Community Correction Order and 300 hours of
community service following Operation Dunham, an investigation by the
Independent Broad-based Anti-corruption Commission, IBAC. ..." 24 Jul
