[LINK] Propose Video Bandwidth Limit During COVID19 Emergency

Can't speak for other systems, but FWIW I work for Google and have been in
VC meetings for much of the week.

Our internal Google Meet config is defaulting to SD video. I can manually
set it to HD if I want, but it resets back to SD for the next meeting.
