Perhaps a solution which worked on a positive social experience would
work better. As an example, the system might warn a poster before they
post that what their posting may be see as inappropriate. They could go
ahead and post it, but it would be labelled with a warning. Readers
could choose a setting to not see posts labelled in this way.
The idea being that those seeking to conduct harassment and abuse are
motivated by the effect they will have. If they have no effect, as their
targets never see what they write, they will have no incentive to do it.

Perhaps Parliament House could be used for testing the proposalwith a
two year trial requiring all MPs, theior staff and all staff of
political parties with MPs required to register.
