I presume Gerson Otto Ludwig is wondering whether dark-matter and dark-energy could be modeled as the energy contained in a "gravitomagnetic" field resulting from the motions of the stars, planets, and other massive objects in the universe. I think it's an intriguing idea, and not as way-out as many might imagine...
If the transforms of Special Relativity are applied to a charged body in motion we can demonstrate the existence of a force at right-angles which accounts for the existence of a magnetic field. So a magnetic field is not fundamental quantity after all, and we don't need General Relativity to account for it because an electron is way too small to have an observable effect on the space-time manifold. But a galaxy is another matter.
