Social media campaigns which undermine COVID-19 measures are a bigger 
threat. They could result in the deaths of hundreds of thousands of 
Australians and decimate the economy.

Of course the Australian Government itself is doing a good job of 
spreading confusion, and undermining pandemic measures. ;-)

The use of social media as part of conventional warfare is also a 
threat. Recently an editorial in a Chinese government newspaper proposed 
attacking military bases in Australia with ballistic missiles. Such an 
attack would result in few casualties, with most of the effect coming 
from the accompanying social media campaign.
