eligible higher education and English language providers to support 
innovative online and offshore education delivery models"

Funding for non-university short courses will be challenge universities 
geared up to offer deliver long degree courses. Also the funding to move 
English language training online and offshore might show a way out of 
the current crisis for other course offerings.
