Where is that number from?  According to ourworldindata.org, 46% of the
world's population have received at least a single vaccine dose, and ~35%
are fully vaccinated.

Yes, that's still a long way from 100%, but it's also a long way from the
25% you've stated (almost double if you consider one dose to be some
protection).
