Yes, but to reduce vulnerability, continue to use simple self regulating 
mechanical and electrical systems. Have water in elevated tanks, kept 
full with simple float valves, and water distributed to homes by 
gravity. Such a system can be monitored by smart sensors, but continue 
to function without them.
