*Abstract*:
Increased public concern about Artificial Intelligence is a stimulus for
fixing a longstanding problem with the orientation of the field.
With 8 billion people, the world doesn't need to build artefacts that
think like people. We want artefacts that think in a way *usefully*
*different* from people. So the focus needs to be on 'Complementary
Artefact Intelligence' (CAI), and on the application of Decision Support
Systems (DSS) thinking, in order to combine Human and CA intelligence
into 'Augmented Intelligence'.
But even that adaptation isn't enough. Thinking uses data to generate
inferences, and data and inferences are then used for decision-making,
which lays the foundation for action. So we need to integrate
intelligence with action in the real world.
Humans use effectors, and we make artefacts active by endowing them with
actuators. In this area as well, the primary need is for capabilities
different from those of humans. Along with Augmented Intelligence, we
need the focus of robotics to be on producing 'Complementary Artefact
Capability' that is devised in order to be combined with human
capability into 'Augmented Capability'.
Re-orientation from 'AI' to CAI, and on to Augmented Intelligence and
Capability, will enable research to avoid a great many misdirected
designs, undesirable side-effects, negative public reactions and 'AI
winters'. It can deliver techniques that serve real-world needs and
amplify humankind’s capacity for responsible innovation.

*Bio*:
Roger Clarke is an independent consultant in the strategic and policy
implications of disruptive information technologies, with a particular
focus on eBusiness, information infrastructure, and dataveillance and
privacy.
He is a longstanding Visiting Professor in Computer Science at the ANU,
and in the Allens Hub for Technology, Law and Innovation in UNSW Law. He
has also held Visiting Professorships at the Universities of Hong Kong,
Bern and Linz. He holds Honours and Masters degrees in Commerce (IS)
from UNSW, and a PhD from the ANU. He was made a Fellow of the
Australian Computer Society (FACS) in 1986, and of the international
Association for Information Systems (FAIS) in 2012.
