Ask an epidemiologist. Which is presumably what the Australian
Government did before following the UK:
"From 12:01am on Thursday 5 January 2023, people travelling to
Australia from China, including Hong Kong and Macau will be asked to
show evidence of a negative pre-departure test for COVID-19"
https://www.health.gov.au/health-alerts/covid-19/international-travel
This will cause some inconvenience for travelers. But I don't think this
will deter many, and particularity not international students.
However, I waited until a test was not required, before traveling
internationally. Just getting the electronic vaccination certificate was
a lot of work, even when I had the vaccinations (the name on my passport
did not match that on my Medicare card).
