Cities centers can respond by becoming more livable, rather than 
something which people have to tolerate being crammed into.

There can be new transport systems. As an example, I have suggested 
Canberra abandon an extension of the light rail system. Instead 
off-peak, a few electric buses can operate, while others are charging. 
At peak times, one or more driver-less buses would follow each one with 
a driver, to make virtual bendy buses.
