The outage notifications I mentioned refer to the NBN / HFC service.  
They're originated by NBN and are simply relayed by ISPs to their 
customers should they choose to do so.

The other evening I found a contractor working under a tent and 
lantern-light on The Crescent near Trafalgar Street with a damaged 
no-parking sign lying on the nature-strip nearby.  I guess that acounted 
for at least one, but I'm not personally keeping track of outages!
