There is another, bigger problem: having a military strategy to use the 
drones, and people trained to execute it.

The military uses tabletop exercises, including people at places like 
the US Army War College:

The young bloods try things out, while the old hands look on see what 
might work, and which are the budding leaders to nurture. Then exercises 
involving some real equipment and people can be conducted.

The problem is that the real enemy many not act as expected, or rationally.

In terms of strategy, large numbers of drones might make conflict more 
likely, due to less risk of casualties. On the other hand it might favor 
the defender, who can bottle up the attacker's forces. No one really knows.
