Hardly a new idea. In 2006 Professor Arthur Sale made a submission on
open access to the Australian Research Council:

He emailed me to ask if the Australian Computer Society would support
this. I was in a meeting of the ACS Council at the time, so asked if
this could be discussed, instead the President simply approved it.
