[LINK] Why don't telcos cut off bulk scam calls

My home phone just rang. I have this just for emergencies and have only 
told two people have the number. It was a recorded message in English 
and Mandarin warning my visa might be cancelled. I assume this scam is 
targeted at international students.

I don't see why the telcos could not detect and stop this.
