The U.S. Secret Service has the actual physical SIM cards? Wouldn't 
criminals have changed to e-SIMs by now?

The SS need to get some of the automated machinery used for making and 
testing electronic circuits. They could tip the SIMs into a hopper and 
have them automatically tested.
