A reminder that the Solomon Islands in Transition Workshop is set to take place on 4 – 5 November here at ANU.



This workshop explores the important transitions that are underway in Solomon Islands<http://ips.cap.anu.edu.au/publications/solomon-islands-transition>, and in so doing it will draw on the significant knowledge of academic and policy experts on Solomon Islands and those with relevant international experience.



However, the major strength of this workshop lies in the contributions of the many Solomon Islanders who will lend their analysis and weight to the discussions.



Among these are Hon James Hebu, Premier of Isabel Province; Hon Jackson Kiloe, Premier of Choiseul Province,  Paul Tovua, Former Speaker of Parliament; Edmond Sikua, Permanent Secretary, Ministry of Policing; Selina Boso, Permanent Secretary, Ministry of Rural Development; Associate Professor Tarcisius Kabutaulaka, University of Hawaii; and Dr David Gegeo, University of Canterbury.



We are also pleased to again collaborate with the Solomon Islands High Commission during the event.



As with many of SSGM’s events, policy recommendations will be highlighted where possible, and we will endeavour to produce a range of research and policy relevant outputs shortly after the workshop.

Solomon Islands in Transition Workshop

4 – 5 November

Lecture Theatre 1, Hedley Bull Centre (130), corner of Garran Road and Liversidge Street, ANU

The transition currently taking place in the decade-long Regional Assistance Mission to Solomon Islands (RAMSI) has become the subject of intense deliberation among the Australian policy community. Much of this discussion has revolved around the challenges of transitioning from one modality of external assistance to another. Significant as this is, it is also important to consider other important transitions underway in Solomon Islands.

This workshop examines the post-RAMSI transition in light of other significant changes taking place in the archipelago, as well as drawing on relevant international experience. It will do so by bringing together expertise on Solomon Islands’ past, present and likely future transitions, and place this in critical conversation with comparative experience from elsewhere.

Documentary Film screening - Helpem Fren: Rebuilding a Pacific Nation

6.00 – 7.30pm Monday, 4 November

Lecture Theatre 1, Hedley Bull Centre (130), corner of Garran Road and Liversidge Street, ANU

The Australian premiere of this special film will be opened by James Batley, former Australian High Commissioner to Solomon Islands and former Special Coordinator of RAMSI, AusAID. Film maker Mark Power and Dr Matthew Allen will also share their thoughts on the film.

Join us from 6pm at the Common Room, University House for this special event - the joint launch of Colonialism, Maasina Rule, and the Origins of Malaitan Kastom and Greed and Grievance: Ex-Militants' Perspectives on the Conflict in Solomon Islands, 1998-2003.

Speakers will include Dr Sinclair Dinnen, Professor John Braithwaite and Mr Esau Kekeubata.

Seminar: Malaitan Kastom in Historical Perspective

David Akin, University of Michigan

3 – 4pm Thursday, 7 November

Law Link Lecture Theatre, ANU College of Law (7), Fellows Road, ANU

In the 1930s, colonial officers in the British Solomon Islands Protectorate began implementing a system of “native administration” that loosely followed models of indirect rule from Africa. It centered on “native councils” and “native courts” whose operations were grounded in “native custom”. In this talk David Akin will examine how this scheme played out on the island of Malaita, where it met the most difficulties.
