Software updates to support upcoming timezone changes

Areas/Systems affected by downtime:
Mail services provided by servers anumail and smtphost and sqmail 
will be unavailable for periods during the downtime window.
Users will be unable to send or receive email.
No  incoming mail should be lost. It will be queued for later collection.
