SD set-top boxes cost $60 retail these days. that means they cost at
most $40 or $45 wholesale. and probably about $15 to make in china and
ship to australia.

instead of subsidies or compensation, it would be cheaper for the govt.
to just bulk-buy them and give them to anyone who wanted one (say one
per household). the postage costs would probably be more than the box
itself.

if anyone wants better than a basic SD set-top box (e.g. a recorder),
they can and should pay for it themselves.
