This was the idea behind flexitime - which has been around for 30 years at 
least. Workers adjusted their work hours to suit these kinds of things. I 
recall noting that some people worked really long hours, they were there 
when I arrived and left...then it dawned on me, they had a company car, 
while I strolled into work.

By the way, Sydney Harbour Bridge now has variable toll - I would expect 
Melbourne's tollways would too.
