The panelists will facilitate discussion on the background to, and
implications of, the WTO 'Doha' Ministerial Declaration which launches
a new round of multilateral trade negotiations to be completed by
January 2005. Agriculture, industry and services will be covered as
well as thematic issues such as regionalism. Special attention will
be given to the new negotiating agenda on environment, investment and
competition policy. Linkages with the treatment of these issues in
APEC will be noted. Discussion will also focus on areas where
capacity building is needed within the APEC region and ways in which
this might be achieved.
