Astronger regional integration in Southeast Asia is crucial for
Indonesia. The Bali Concord I Declaration in 1976, the Bali Concord II
Declaration in 2003, followed by the 2004 Vientiane Action Plan, the
signing of the ASEAN Charter in 2007 and the Bali Concord III
Declaration in 2011 mark as stepping stones towards a "more solid"
regional integration towards an ASEAN Community by 2015 that is "people
centered" and "people --oriented". The ASEAN Community comprises of
three pillars, namely the ASEAN Political-Security Community, ASEAN
Economic Community and ASEAN Socio-Cultural Community. Each pillar has
its own Blueprint, and, together with the Initiative for ASEAN
Integration (IAI) Strategic Framework and IAI Work Plan Phase II
(2009-2015), they form the Roadmap for and ASEAN Community 2009-2015.
From Indonesia's perspective, Southeast Asia and East Asia constitute
as Indonesia's immediate environment to project its national interests
through its foreign policyand diplomacy. Therefore, there is a high
necessity for Indonesia to be part of the construction process of the
regional architecture in Southeast Asia. It is indeed important to
counter balance influential actors and major players that are
contributing towards the dynamic of the region so that ASEAN does not
lose its original identity. Indonesia perceives ASEAN as a nucleus of
the complex web of ASEAN-led cooperation processes. In order to
implement this idea, Indonesia had presented a new concept of dynamic
equilibrium in the region.
Ambassador Hazairin Pohanis currently Head of the Center for Education
and Training, Ministry of Foreign Affairs of the Republic of Indonesia
and has worked in the Ministrysince 1980, most recently as Ambassador of
the Republic of Indonesia in Warsaw, Poland (2006-2011). Ambassador
Hazairin Pohan has been Head of Delegation for more than two hundred
bilateral and multilateral negotiations and received the Medal of
Honour"Krzyz Komandorski Orderu Zaslugi Rzeczypospolitej Polskiej" or
"Commander's Cross of the Order of Merit of the Polish Republic" (2010) .
