Hello,

I am looking to explore the possibility of setting up a template that
would facilitate
an ability for Paypal micro-payments to be exchanged both to and from East
Timor.

I have noticed that the ETAN site accepts donations through Paypal
payments and have made a small donation this way myself.

I have used Paypal on a daily basis while in provincial Indonesia, by
proxy through Australian bank accounts, but I have noticed in the last
year people in Indonesia, Philippines and Bangladesh have been drawing
upon the Xoom system to facilitate Paypal directly.

I have corresponded with contacts at ANZ, Dili and Timor Telecom, Dili,
who have provided information about their services.

I have a friend in East Timor (a young person whose strongest language is
Tetum) who may be able to test any system in place to see what’s possible.

If there is any research out there on any area directly or indirectly
related to this undertaking in some way, I would appreciate a link to it
if possible.
