[TimorLesteStudies] scholarship help

Hi all, 
Im looking for information about possible scholarships for a friend- Joao Sarmento- who did undergrad linguistics in hawaii and is wanting to do postgrad linguistics in Australia. I've known Joao for years and he is extremely hard working and intelligent and is interested in linguistic research. Please, if anyone has any suggestions about who is giving scholarships to timorese students and how I cant apply I'd be very appreciative.
