Are you sure about this, bro?
As I recall the statement was ever made; if I am not wrong the statement was made by 
Dr. Mari'e Alkatiri on one occasion in his impromptu speech. That statement has resulted in agitation of those who graduated from Indonesia at that time. Perhaps, Timor Post or STL would be able to provide some details on this matter; however, I am a bit doubt if they have good archive (filing system) in place. The year when the statement was made probably around 2003-2004, I might be wrong - could be earlier than that!
