'East Timor's truth commission: unfinished bridge over troubled waters'

 

Pat Walsh

 

East Timor's Commission for Reception, Truth and Reconciliation (CAVR) was the first of its kind in the region and is regarded by transitional justice expert Priscilla Hayner as one of the top five of the world's forty or so truth commissions. This presentation by an insider will explain why the Commission was established and will describe its mandate, challenges and outcomes. The presentation will also recount official Timorese responses, both positive and negative, to the commission's findings and speculate on why the East Timorese parliament has not yet debated the CAVR report or enacted legislation to implement recommendations for a follow-up Institute of Memory and a program of reparations for civilian victims.

 

Pat Walsh helped establish and advise the CAVR 2001-2005 and worked as senior adviser to the Post-CAVR Secretariat in Dili until he returned to Australia in 2010.

He is the author of At the Scene of the Crime (2011) and was awarded an AM in 2012 for his work on human rights in the region, particularly in East Timor.

 

 

Pat's book At the Scene of the Crime, a collection of Pat Walsh's writings about East Timor over  the period 1999-2010 will also be launched  at the ANU Coop bookshop on Monday 30 April at 5.30pm.
