The DNS forwarders in AARNet have the up-to-date addresses for
www.census.abs.gov.au. As does every other ISP since the DNS
time to live is only 420 seconds!
It's far more likely that their DNS load sharing device
was borked.
It is possible that the ABS previously had some other IP
address with a huge TTL that is still hanging around in
various DNS caches. But that's hardly the ISPs fault --
they don't choose the TTL the originator of the DNS
entry does.
