[LINK] reporting potential illegal activity on the internet

I went to the high tech crime unit page (http://www.ahtcc.gov.au/)  
out of interest.

After a bit of looking around (they don't make it particularly easy  
here (perhaps Tom could do one of his usability studies of the site  
(just in the public interest here)) I went to the contact us page  
(http://www.ahtcc.gov.au/forms/contact) and clicked on the "Online  
crime reporting" link (http://www.ahtcc.gov.au/ 
online_crime_reporting) and I get a log-in page.  You have to log in  
before you can report a crime?  Then why provide a link?

I sent them some feedback on their feedback web form (grrrrr...)

I go to this link (http://www.ahtcc.gov.au/online_crime_reporting) on  
this page (http://www.ahtcc.gov.au/forms/contact) and I get a login  
page saying I have to log in.

If I wanted to report a crime how exactly would I log in?
