...it depends on how you choose to make use of your land...many 
appartments have sterile lawns and gardens...

...it is interesting to note, that new apartments now have to have 
clotheslines and you can't prevent people from drying their clothes on 
their balconies...once it was acceptable to enforce the use of dryers.

...another value, is a wide spread preference to poison ourselves rather 
than co-habit with nature...

by the way, I have applied no artificial water on my garden right 
through the drought - with the exception of some roses and  a 
passionfruit vine which survived on recycled washing machine water. 
There is even lawn, but admittedly my garden is shaded.

...the neighbours however, made sure they watered their gardens on the 
allotted days...sometimes even just after rain.
