IMHO, no.

It could be argued that the voting machines were rigged, but the 
intention of the voting population was so strongly biased against the 
Republicans that the limited impact of the vote rigging was not 
sufficient to counteract it.

The corollary is that if the vote has not been rigged, the Democrats 
would have won more seats.
