If you're willing to pay what its worth then someone's willing to sell it to you.

I know there are providers in Western Australia who are selling business-grade
FTTN at guaranteed-bandwidth prices (bright come to mind; I know Amcom do something
similar and Westnet are now doing it) but its -expensive-. Its far out of the
range of home users but its there for the businesses that do want it.
And as one of those dirty network consultants who work for a large number of companies
I can say that the uptake -is- there.

I also think there's a bit of exagguration going on wrt modem vs fttn stuff. 
If you've obtained a fiber connection and you're getting < 64kbps then you should
change carrier.
