Correct.  They can use the image, but not the sound.

Although broadcasters can use various sections of the copyright act to 
"comment" they rarely use sound recorded in outdoor events.

There is also the "consequential" application where a reporter is in front 
of an event of some kind reporting.  Background sound is not subject to 
copyright.  This is apparently because it's not "the whole sound" in isolation.

Hey I film "people" all the time.  Never had a complaint!  Some have made 
it to Cannes Screens and don't even know it!
