It wouldn't be CLID because that can be set to block, which would defeat the
purpose.
Telstra always uses ANI internally, and they also make it available to some
of their customers (police, etc + some private companies).
Unless it has changed in the last few years, ANI is the basic
number-distribution system used internally and between carriers to track
calls and maintain the ability to charge. CLID is only used from the last
exchange to the user.
