The other theory has it that the government has the ACCC on as
tight a chain as it can at the moment, and lord help Telstra
when the government can let the chain go.

Telstra's initiatives to neuter the ACCC suggest that this
view has some support within Telstra itself.

The other disturbing thought for the telcos is what happens
at the next review of the Telecommunications Act.  These
jokers aren't wanting to provide communications these days,
they want to provide entertainment services and other value
added services.  And a lot of the powers they are given in
the Telco Act are inconsistent with being an entertainment
provider and local councils and the like are going to be
pushing hard to see a better balance of powers.  For example,
it's perfectly reasonable that carriers pay council rates on
their installations.

I think not.  The Telstra executive seem to have done a fine job
of putting noses out of joint from the PM and Treasurer down.
