Right, but multiple labelling schemes make things more difficult
for publishers.

Sure, but everyone who wanted to use your scheme would have to study
it and learn what it did. Of course some jurisdictions might mandate
particular schemes, to ensure they had wide enough application to

In my experience, evangelists for ICRA/PICS don't accept the
arbitrariness and narrowness of their system, and discourage people
from creating their own.
