I thought so to ... except:

1) The reference was quite specific - where the customer is on dial-up, 
the *phone line* should be disconnected; and
2) The same reference occurred in both the News story and on the ABC 
this morning.

By-the-by, while Googling dear MIPI, I come across this page:

This is of questionable propriety on the ACCC's behalf: it has MIPI 
listed under "courts, tribunals and dispute resolution. MIPI is not a 
court, nor a tribunal, and as far as I know has no role in dispute 
resolution. The ACCC should not be promoting MIPI.
