The law is consumer-unfriendly, so a pretty big proportion of the 
population is *caller*-unfriendly.

The NSW Privacy Committee put it to Telstra in 1976 that they should 
let people to put an asterisk beside their listings to indicate 
unavailability of the number for any commercial purpose.  Telstra 
studiously ignored the proposal then, and continue to do so.

Over three decades later:
-   multi-millions of taxpayers' money is being spent
-   the system will be separate from the IPND
-   only marketing calls will be covered, leaving various special
     pleaders legally able to use our phones without consent

So surveys, charities (which these days are to a considerable extent 
just another commercial operation) and politicians will continue to 
get the same caller-unfriendly responses even after the 'Do Not Call' 
Register is running.
