I would think this is the first obvious move that governments would make,
well before they began subsidising household tanks.

If you take the shower water, and store if for a day, using it to flush
toilets, then there's no stagnation problems, and the soap in the water
keeps the toilet clean replaces the need for those dreadful blue-bag
thingies that people use to hide the fact that the S bend has gone brown
through a lack of scrubbing.

Since we use about five times as much water in toilet flushing as we do in
our kitchens, it is absolutely crazy to do any recycling at all, until
you've taken these simple measures first.
