I have six buckets and a bowl in the handbasin. I shower with  
buckets, when I wash my hands the water goes into the buckets, when I  
run the hot tap the cold water goes into the buckets. When I wash my  
cloths the water goes into the wash tub and the dirty water into  
buckets and the cleaner water is siphoned through an old bit of hose  
to a big old garbage bin in the garden which I raid to water the  
garden. I end up with ample water to flush the toilet and a handy bit  
for the garden.

It doesn't need government to do this just will and a few buckets.
