Whether this is a brilliant masterstroke for reducing energy consumption
or not, if it is indeed a ban on incandescent lighting then it seems
rather wrong-headed.

If the issue to be addressed is that certain types of globes are
inefficient converters of energy, then the solution should be to create
minimum standards for lighting efficiency. If a particular globe can
meet that standard, it can be sold.

If someone developed an incandescent globe that approached the
efficiency of flourescent globes, it should not be banned. Similarly,
other forms of grossly inefficient lighting should be covered under
the same prohibition if enacted. There seems to be no advantage to
prohibiting a particular type of technology in law.
