In the case of the St Kilda lighting, I recall a cost benefit analysis
involving the frequency of replacement.

The convenience of long life light bulbs can't be overlooked - this is a
safety bonus for external lighting.

Unfortunately, in the case of both a water efficient washing machine and
fluro light bulbs, I switched our body corporate too early for both
the new washing machine subsidy and the handout of GE fluro lightbulbs
to give electricity company carbon credit!

But I did a comparison for the annual report on the savings on water
usage after the new washing machine was installed. Assuming all other
things to be equal (occupancy in particular). The water use dropped from
from a daily average of
1.43to 1.13kilolitres for the Nov/Dec/January quarter (lots of holidays
people at home)
from a daily average  of
1.35 to 0.81 kilolitres for the Feb/Marc/April quarter

This switch to fluro was too far back to dig up the electricity bills
but I also changed from a timer to a light sensor.

I have also had the battle with a non-resident owner about the Hills
Hoist in the back yard. This is another really sticky issue for body
corporates. I was told that Leichhardt council does not permit strata
by-laws from preventing clothes drying on balconies. However, last night
I heard that someone who had just moved to an appartment in Milson's
point (Joe Hockey's electorate), was chastised for drying washing on the 
balcony.

Perhaps this is an area to look at further. Maybe Mr Turnbull could
advise what the policy is of his local council (waverly/bondi/wollahra).
