You can still normally buy a handset outright and connect it to any
compatible network.
It's the same in Australia, if you get a subsidised or free handset from
your provider it will usually be locked to their network. You pay full price
for the phone and you can connect it to any network.
The issue people seem to have with iPhone is that it's only available locked
to AT&T. You can't buy one unlocked.
