I thought the funnier/ironic story was that China is saying they'll 
reduce by 20% in a quicker timeframe than even Garrett! Sorta puts 
Howard's limp plan in context. If China gets on board, the only 
remaining hold out is the US and Kazahstan. Gee, what company we 
keep! Bush and Borat!
