What reasons have the Government given for having identifying material
on the face of the card?
If this is not to be a de-facto ID card, then there should be no
identifying information on the outside of the card at all.
I really don't see it; I can't think of a single good reason.
If there are good reasons, then why is it not an offence to offer,
request or accept the card as identification?

PS: Is it going to be possible to read the card without the permission
of the holder?
